UK Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

According to a recent survey of local authorities, UK councils are planning to sell social clubs, athletic facilities, and shopping arcades as they rely on a fire sale of properties to balance the books.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of councils are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of playing fields and land to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a significant number of councils attempting to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise restructuring services and utilising financial reserves to manage increasing financial challenges.”

Specific Examples of Proposed Sales

Medway Council in Kent announced its asset disposal plan featured the disposal of a shopping centre in a local town and a social club in Rochester to raise £20m over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the strategy.

Local Levy Increases and Broader Fiscal Strains

This research of local authorities in the coalition, which includes several urban centers, also found that more than 70% of councils will have to raise council taxes next April to address the growing cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will continue to add to the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

Research of county councils recently also found council budgets being stretched by the growing number of children and older individuals requiring Send support.

A network of councils said that council deficits will hit £4.4bn a year by 2029, as they struggle to cope with increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms was recently delayed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, several participating urban areas were among the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 deprivation indices,” said the report.

“While only one key city is in the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of England. The figures highlights the extent of challenges facing municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been explicit about the need for a equitable and lasting financial structure that accounts for and responds to the real levels of deprivation and need,” stated a council leader.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened care services in the last year, the survey found.
